SECTION 1. The collection, retention, and processing of a natural person’s personal, biometric, or behavioral data shall be restricted solely to the internal delivery, functionality, and personalization of the product or service explicitly requested by that person.
SECTION 2. No commercial entity shall condition access to a primary good or service upon the surrender of data not operationally essential to its functional utility or explicitly requested personalization.
SECTION 3. The data generated by a natural person's digital interactions is their sovereign property. No entity shall commercialize or transfer this property to a third party without the explicit consent of, and direct compensation to, the natural person.
SECTION 4. Congress shall have the power to enforce this article by appropriate legislation.
